New York State Insurance Licensing Requirements
HOW TO OBTAIN A NEW YORK INSURANCE PRODUCER LICENSE
Complete the prelicensing course.
- Life Only – 20 hours
- Accident & Health Only – 20 hours
- Life, Accident and Health – 40 hours
- Property and Casualty – 90 hours
- Personal lines – 40 hours
Course requirements:
- This is a forced progression (locked) state that requires the student to review each lesson and pass each of the chapter quiz before moving onto the next section/chapter.
- Assessments on key topics throughout the course and must be successfully passed with a minimum score of 70% before moving onto the next chapter.
Certificate Information:
To be eligible for a Certificate of completion, you must follow several steps:
- Completion of the course, practice final exam and the Certification Exam.
- Submit an electronic affidavit acknowledging you were actively engaged in one hundred percent of the course and your participation during the periods of perceived inactivity.
- Download and Print certificate through the “Transcript” tile on the user dashboard.
- The Certificate must be submitted to the Department with your license application and retained in your records.
- Course completion rosters are reported to the state weekly.
- Certificates are valid for a lifetime.

Online proctored exams:
- You must check the compatibility of your computer before registering for the exam. https://syscheck.bridge.psiexams.com
- If your computer is not compatible with the online software, you will need to schedule your examination at PSI test center.
Limitation on repeat examinations:
- There are no limitations on retaking the exam.
Pass your state exam
- Take advantage of the cram courses (Prep Review and Exam Simulator) within your prelicensing course during the waiting period.
- Prep Review Course: This part of the training features content “boiled down to the essence” of the state exam. Chapters have only a few pages of material, but the content must be mastered to pass. Instructionally designed to teach individuals how to pass, most study effort should be invested here. Chapter exams are substantially larger (50+ questions), providing exposure to the types of questions seen on the state exam.
- Exam Simulator: These special exams are designed to gauge content retention levels. Important: Only take the Exam Simulators after the Prep Review Course has been successfully completed. It ensures these questions will be “fresh in the mind”.
- On the day of testing, you must present one form of identification bearing your signature, one of which must be a valid government issued photo id

Apply for license
- After passing the examination you must submit your license application to the Department https://www.dfs.ny.gov/apps_and_licensing/agents_and_brokers/home
- Application fees: All licensing fees are non-refundable. A full fee is charged when a license is issued for a licensing period of more than one year; a half fee is charged when a license is issued for a period of one year or less.
- For New York residents the full fee is $80, half fee is $40.

What Are XCEL’s Minimum System Requirements?
As our interface is now capable of being displayed on a multitude of devices we no longer have specific system requirements. However, we do have a list of supported browsers for the interface:
With the exception of Internet Explorer for desktop we will only be supporting the latest versions of the above browsers. Also please note that this is our current list of supported browsers. As web technologies change and browsers update, this list may change as well. If support for a browser is being dropped, reasonable notice will be provided to all clients.
XCEL’s course content is delivered through the Absorb Software inc. LMS platform. All course content is owned by XCEL which is the approved provider for the course content. All certificates of completion are issued by XCEL.
New York Prelicensing RequirementsIndividual Resident Producer Requirements
To qualify for a resident New York state insurance agent license, the applicant must satisfy the following requirements:
- Be 18 years of age or older
- Maintain principal place of residency or business in New York
- Complete an approved prelicensing course of study (see prelicensing requirements below)
- Pass a written examination
- File a license application within two years of passing the examination
Prelicensing Education Requirements (PLE)
Applicants must complete prelicensing education (PLE) for each major line of authority (LOA), as follows:
- 20-hours New York Life Insurance
- 20-hours New York Accident & Health Insurance
- 40-hours New York Life, Accident and Health Insurance
Note: Individuals who hold certain designations are exempt from the prelicensing education requirements for agents and brokers. Applicants with a CLU or CLUA designation may waive the education requirement for the Life Agent or Life Settlement Broker license. These individuals need only take examination 17-73 Life and Health Laws and Regulations.
State Candidate Handbook
Before making an exam reservation applicants should thoroughly review the New York State Insurance Department Candidate Information Bulletin which contains the exam content outlines and important information regarding eligibility and the examination and licensing application process.
PLE Course Delivery
- Per New York PLE requirements, applicants are required to complete all of the lessons in the prelicensing education course sequentially before they can be issued a certificate of completion.
- Applicants must read each lesson and pass the end-of-chapter quizzes with a 70% or higher to proceed to the next lesson.
PLE Course Exam
- Passing Score: Applicants must pass the PLE final exam with a 70% or higher to receive a certificate of completion.
- Exam Proctor Requirements: XCEL Solutions’ final exams must be taken without assistance or reference material. A proctor is not required for the final exam.
Certificate of Completion
Upon successful completion of the course and Final Exam the applicant will have immediate access to their certificate of completion. An applicant must meet New York’s PLE requirements before a certificate of completion is issued. The certificate is good for a lifetime and evidence that you successfully completed the course. Evidence that you possess a school certificate must be presented when you submit a license application.

Currently, New York State Insurance Department does not require prelicensing education providers to report course completions.

Materials Needed to Present at Exam Site
Candidates must present 2 forms of identification. One must be government issued which bears your signature and photo. The second form of identification must have your signature and preprinted legal name. All identification must match the name provided at registration.

State Exam Passing Score
Applicants must pass the state licensing exam with a 70% or higher to file a license application. Applicants must apply for their license within 2 years from the date of passing the examination.

Important: Applications must be received within 2 years from the date of passing the examination. Incomplete applications or applications without the required fee will not be accepted or placed on file.

- PLE Certificate of Completion (note: if submitting license application electronically, you must attest to completing the PLE requirements and provide the school code number listed on the certificate)
- Original passing exam score report, dated within 2 years prior to applying (paper applications only)
- Company appointment submitted electronically to the Department. Applicants can be submitted without an appointment, but an appointment must be made 15 days from either the date an agency contract is executed with the insurance company or the first insurance application is submitted to the company.

Fingerprinting Process
There are no fingerprint requirements in New York for agents.
New Resident Producer Requirements
New residents currently licensed in another state or have been licensed in another state may waive the education and exam requirements by submitting the New York resident license application with a currently dated Letter of Certification or letter of Clearance from the former home state. The Letter of Certification or Letter of Clearance must indicate that the applicant has been licensed in the areas of insurance that is being applied for in New York and that the license has been in good standing within the last 90 days.
New residents who move to New York from another state who hold a New York nonresident license will only be required to change their address on the New York State Insurance Department website and select New York as their home state. Or applicants may submit an address change form along with a written statement to switch the home state to New York.

Nonresident Producer Requirements
Nonresident license candidates may obtain a New York producer license, without having to complete the prelicensing education requirement as long as they are currently licensed as a resident and in good standing in their home state and hold an equivalent license for same line of authority.
